Former inmates decry forced circumcision by Ronnie Layoo Gulu- Former inmates at Gulu Main Prison have accused the authorities of circumcising them against their will. The inmates say the prison wardens force them to get circumcised, saying the move is to enhance good sanitation and health living. Speaking to the Daily Monitor recently, Mr Richard Okello, 22, who was remanded in the prison for alleged assault for three months, said the prison warders forced him to get circumcised. He said he was exposed to infection since they did not provide him treatment. Another former inmate, Mr David Ojok, who claimed he was also forced to circumcise, said proper sanitation, which should guarantee proper healing, was not provided. However, the regional prison commander, Mr Kenneth Mugabiirwe, dismissed the allegations. Mr Mugabiirwe acknowledged overcrowding and poor sanitation as the challenges facing the prison due to poor facilitation. The officer in-charge of Gulu Main Prison, Ms Orik Obonyo, said a committee was recently set up to carry out investigations. December 12, German circumcision law still under fire A year ago Germany, after a long and heated debate, passed a controversial new circumcision law. It was meant to be a Solomonic solution, but critics say that the new rules do not guarantee children’s well-being.

Floating sheriffs move between courts, sitting wherever they are needed. The main role of sheriffs is to sit as a trial judge, though they do have some appellate functions. The criminal jurisdiction of sheriffs is both summary less serious matters where the sheriff sits alone and solemn more serious offences where the sheriff sits with a jury of 15 men and women.
In solemn cases, sheriffs can deal with any crimes except murder, rape and treason. Sheriffs also have a range of alternative disposals, including community service and probation. Otherwise, the jurisdiction of the court is almost the same as the Court of Session. There is no financial upper limit in the sheriff court. Sheriffs deal with many complex and difficult civil cases, including cases involving debt, claims for compensation, contract disputes, bankruptcy, company liquidation, eviction and anti-social behaviour.
Many statutory appeals and applications are made to sheriffs. These can involve licensing, gaming, public order, gun control, education and adults with incapacity. In addition, sheriffs have numerous administrative, quasi-judicial and advisory responsibilities.

Minister removed over conduct claims A spokesman for the first minister said Mr Jones believes a senior QC should lead the probe to examine his “actions and decisions”. Permanent secretary Shan Morgan, the Welsh Government’s most senior civil servant, is to contact the family to discuss who the senior QC will be and the inquiry’s terms of reference. However, a statement from Mr Sargeant’s family said the permanent secretary reports directly to the first minister and “is therefore not independent”, adding they would prefer a senior civil servant from Whitehall.
The Welsh Government would not respond to the family’s statement but a spokeswoman said: The fact that he failed yesterday to address any of the serious questions that have been raised over the past few days has only increased the pressure on him. He clearly felt it was inappropriate to do so so close to the death with so many people still grieving for Mr Sargeant.
But the fact that Mr Sargeant’s family and friends want answers, and more and more of them have been saying so publicly today, meant Mr Jones did not really have much choice but to announce the inquiry. The first minister will certainly be hoping this will take at least some of the pressure away after a phenomenally intense week for him and his government.

Finding the right contractor for your project type, schedule, budget, and style can be a little like dating – take your time to find a match that works or everyone will be unhappy. A general contractor is typically hired to oversee a renovation or construction project. Traditionally general contractors have workers on their staff to handle demolition, carpentry, and other basics. For everything else they hire various subcontractors, or “subs”. Because the general contractor is the single person with the most direct impact on the construction process, your decision on who to hire becomes very important in the ultimate success of the project.
The following list covers 12 critical areas to address before signing a contract: Make sure the contractor has the appropriate business and professional licenses and is insured. A contractor should carry liability insurance, worker’s compensation insurance, and vehicle insurance. If you live in a house built before , workers are required to have passed a lead paint safety course.
